Valmiusyksikkö karhu is really secretive finnish police counter terrorist unit and it’s kind of finnish version of mixed swat and fbi hostage unit. Main purpouse is counter terrorism. And finnish police has own swat groups that are not as much trained as the karhu.

Part of the gear mismatch that's noticed at 3:24 is probably due to the secretiveness. Hard to find current footage of note, so editors end up having to dig into older archive footage that's been cleared for release.

Also, that camoflauge is a pretty weird choice for that helicopter clip. You'd think they use M05 woodland today

They work a lot more on "regular" police missions than on counter terrorism. There aren't that many counter terrorism operations in Finland which need feet on the ground (Karhu doesn't do investigations, police or supo does) compared to that that the karhu has on average 100 missions/year. Karhu is almost always deployed if there's an armed suspect even if the situation isn't that threatening.

On weapons, the police uses your average H&K variety of submachineguns and CZ scorpion evo. The sniper rifle is SAKO TRG (a Finnish product). Also they use H&K G36K and such.

About the name, the group's nickname is karhukopla which translates to Beagle boys from Donald duck. The karhu unit is based on Helsinki region and is heliborne if response is needed somewhere far out. Border guard or army choppers are used (in Finland there is a lot of cooperation done between different authorities). There are regional units as well but the Karhu group is perhaps equivalent of FBI or some other more specialiced unit in the US.

It might be relevant for non-finns to understand the peoples view on Police. Finns have a saying: Poliisi on ystävä - police is your friend. Few Finns would ever lie to a police officer - that mindset just doesn't exist, Policeman say - we do.. Civilians are honest and work with the police, the general public rarely have anything bad to say about the police. The relationship between police and civilians is at a beautiful balance, if I may say so myself.

Originally Bear Squad was trained by German GSG-9, so the 'DNA' of the unit and some basic techniques are inherited from there. And yes, the members of the unit do normal police work as well as special training and operations, so the cop that checks your license in capital area could be Bear Squad trained. The rifle is Sig SG-552. Rajavartiolaitos = Border Guard. Chopper was Bell 412, which is civilian version of Huey.

The bear squad is a special intervention unit that covers the entire nation. Their main base of operations is the Helsinki police department. They are pretty close to Germany's GSG9 or French Gign. There's only a handfull of these guys in the unit and they're very highly trained. The bear squad is also the main operative group for Finland's Central Criminal Police that deals with similar stuff that the FBI and hrt-units do.
Then there's local special response units in every police department. They are not a part of the bear squad, they're more like local Swat-units that deal with situtations that involve high risk operations such as weapons or other dangerous things. These units are called "Vati" which is short for Vaativien tilanteiden yksikkö = Demanding situations unit. Hope this helps!

There is a reason why the Finnish police forces are one of the most respected among the citizens :) One time I even was at a ski resort and they had a training situation for the dog on the restaurant I was at and we were not informed about it to make it as real as possible for the dog.

The ship you saw is a booze cruise ship. There are ferries going from Helsinki and Turku to Tallinn, Estonia and Stockholm, Sweden. Several times a day. And it's dirt cheap to get a 20h cruise ticket, go to Tallinn or Stockholm, never get out of the cruise ship, and carry cheap beer from the on board shop back home. Those ferries have a pub, a disco, a theme pub, shops. It's a party cruise. Very popular. A lot of drunk people. As in seriously, people go on Fridays or Saturdays on the cruise ship, drink on board, never get out of the ferry at the destination, wait until the ship goes back and then buy a couple of cases of beer for home when they get back.
At least back in the 90's you could get a 4 person cabin (lowest class) for as low as about €17 (100mk), which is probably something like $18-19. That's for 4 people. Under $5 per person. The cabin doesn't matter since you go there partying anyway. They get their money from the booze they sell.

Actually the first part of the video is from a VATI group field show. It's like a SWAT group of local police forces, basicly few trained officers in every tour and group is to be alerted in scenes with high risks, weapons etc. These groups are in every police municipality (altogether somewhat around 15) in the bigger cities, northernmost in Rovaniemi Lapland. They are nowadays pretty well geared (assault rifles, M-B LAPV Enok) and trained with national tests every year.

In the beginning it was called "Karhukopla" by Finnish media. "Karhukopla" is the Finnish name for "The Beagle Boys" in Donald Duck. It was shortened to "Karhu" because naming them after a gang of criminals was seen inappropriate. Officially it was called "Valmiusryhmä" that is "Response team" when it was established in 1972. It consisted of 15 men from the Helsinki police department traffic police.

Finland has one police national SIU / CTU (Valmiusyksikkö, Karhu) and about 12 local police SWAT (Regional Special Response Team) teams. Finnish Border Guard has two SIU units, much like police national SIU and they have compatible tactics.
Video has lot of filming over 10 years old (sniper, helicopter, shooting range etc. scene). Guys who attack car in camo ballistic vests and Ops-Core helmets are from the local SWAT (RSRT) team.
The Finnish RSRT police do not use an M05 camo, but they have a MARPAT / CADPAT type camo overalls, hardshell and more. SIU Karhu uses the same CADPAT camo overalls as well as other equipment they needs. Overalls and other equipment are available in several different colors (Navy, dark blue, brown Green and civilian clothes ofcource), Swedish-made Snigel Design overalls, clothes with Finnish design, Crye, UFPRO etc. SIU Karhu and local RSRT have Ulbrichts Titanium + ballistic visor helmets and high-cut helmets (Ops-Core and United Shield). Ballistic Tactical vests, Plate Carriers and ballistic shields are mainly produced by the Finnish company Sioen OY.

There was a hostage situation in my hometown back in '02, where this dude took a bus driver as a hostage at 3am and forced him to drive downtown. Couple of police units came by and he started shooting at 'em, eventually ending up in a local gas station that was open 24/7, took couple of more hostages there. Luckily they managed to escape soon after. Dude later threatened to blew up the station, but he didn't have any explosives with him. Later the police unit sent a dog after him but he shot the dog with a shotgun. There was also one APC in the scene (not sure if it was the Bear Unit), can't remember, but around 9am, a sharpshooter shot him above the knee when he started coming towards the cops and he didn't comply after several commands to drop his weapon and surrender. That was pretty wild. And last Fall, these two brothers made a fake 911 call (or 112 here in Finland) about a robber in a local small industrial area. One unit showed up and immediately those brothers took one of the cops as a hostage, shooting the other one in the arm, but he managed to escape, luckily the other cop escaped too. Soon after my old neighbourhood was filled with cops, choppers, Bear Unit and all that. Later the next day, those brothers were spotted in another town and there was a pursuit for awhile and they got caught. Greetings from Finland!

I belive its mix of two units on the video, you 'Karhu' which is part Police of Helsinki and response unit for high risk tasks or example to execute some high risk arrests etc, and they will support from military or border guard what comes material or vehicles etc. Camo guys are border patrol first reponders which example will go ships etc but they have same rights as a police. Wests looks pretty heavy because by standard Finnish police is using light west or like a level 3 west on any cases, so then will put heavy west over it. Rifle were some version of Sako TRG

That was another great reaction video! This is sort of my domain being a police dispatcher in Finland and having trained in the Finnish Police Academy. Here are my comments. I don't think the guys in the beginning of the video with the bulky body armor were actually Bear Squad. Looks like the stuff the regular patrol officers use if they need protection from high caliber weapons. The big earmuffs, they don't wear them on the field. They are just for the firing range. Sneaking around in the forest with the police K9 wearing black camos, they were just playing for the video. They don't really do that. The Finnish Police don't have their own helicopters. They hitch a ride from the Border Guards if they need to. The Border Guards fly Super Pumas which actually look a lot like Hueys.

The Super Pumas are the new stuff which I'm more familiar with. It was fun to hear your thoughts about their fast roping. Being a helicopter insert/extract master, you really know what you are talking about. My friend served in the Finnish Defence Forces as a MP. This video has a lot of very old, and not a lot of contemporary footage. Also, large parts of the original video depict regional police intervention units that are not a part of the Bear Group. They're essentially like local SWAT teams, or Vati teams (Vaarallisten tilanteiden ryhmä - dangerous situations team) consisting of regular officers with some special training and weapons.
The Bear Group is more akin to the FBI HRT just like you mentioned. It's a national-level unit under the Helsinki metropolitan police, however they work all over the country. They're called in for the most difficult and dangerous operations (organized crime, terrorism, hostage situations, tracking and detaining especially dangerous, armed individuals - for example). They often cross-train with the other Finnish special operations units - Border Guard's special intervention units (Valmiusjoukkueet), Navy's Special Operations Group or ETO (Erikoistoimintaosasto) under the Coastal Brigade, and the Army's Special Jaeger Company (Erikoisjääkärikomppania) under Utti Jaeger Regiment's Special Jaeger Battalion.
The contemporary Bear Group is a lot more focused on the special operations component than before. They've become a genuinely world-class intervention unit. Their work with dogs is legitimately top tier even compared to other European special police units such as the GIGN or GSG9 for example. Their gear has also gone through a thorough modernization - you can't tell them apart from any other tier one police unit - even weapons-wise you often see them with AR15/HK416 pattern rifles nowadays.

It's basically equivalent to SWAT. They execute high risk detentions and warrants, hostage rescue etc. They're attached to normal police patrol units, but can be activated and detached when needed.
Finnish police doesn't have armored or air assets (apart from some newly acquired armored patrol vehicles), so they regularly lend these from the defence forces or border guards.
As per protocol, you don't hear anyone of these operators speak about their assignments, so in that sense they're secretive. The unit itself isn't a state secret or anyhthing, aka black ops.

There's also a smaller chance for the camo material to snag on anything or getting in the way if there's less of it near the action. Although maybe they were just in the middle of applying the camo when they participated in that training, it's impossible to say.

Actually some of the footage that you had wasn't actually from the Bear squad at all. For example the demonstration that was made for the public citizens where the K9 got the "criminal" from the car was a demonstration of Finnish police VATI squad (VATI = Vaativien tilanteiden yksikkö, freely translated as Dangerous situations unit). VATI squads are on every police stations in Finland and they work as a normal police officers when not in VATI squad but they can be mobilized when needed.
The Bear squad is only in Helsinki police and they are not allowed to mobilize on their own. Only the local police station can call the Helsinki station and ask for the assistance of Bear squad and then if it is given a green light then it will mobilize for missions all over Finland. Also Bear squad guys don't work as normal police at all, they are using over 50% of their time on training and rest for mostly missions.
