I didn't fight back, hoping that he would talk to me and a Riften guard came up and killed him. So i stole the key from his body. It would not be so bad if i got the quill and didnt take it to maven before this happened, but i did. So now i have a stupid book of Vold's Debt and i wasted an hour trying to find that quill.
Markelle Fleming that's prob bc you walked through the gate of mercers property. Stand right out side the gate. He will eventually walk near the gate and talk to him then. If you pass through the gate without talking to him he'll attack you
Lol actually I didn't. I was trying to make sure not to make him mad so I just stood outside the gate like the book said to and he came busting out of it fighting me. It might be a glitch in my game because I have realized from playing later games that it happens every time I do this mission.
you have to talk to him through the gate at the bottom cuz if you actually pick the lock to go into the property he'll attack you but if you do it right through that gate just stand there and wait for him to come up to you then you can do it

You'd have thought this rare item would have been included on collections for the thieves guild. However I have kept it never turning it in, killing the guy and completely bugging the game especially in Riften. Maven tells you she has the special ink so the quill would be useless, however searching both her estates turned up nothing and keeping the quill is pointless. It's just a side quest to give you a different option since there are many to basically get in if you have a low lock picking and sneak skill.

I dunno if I just did it wrong, but I loaded up a previous auto-save just in case it was a one-time glitch. nope....utter waste of my time to not just kill him..
I have no clue what significance this quill is or what quest its from, how its started & there's no part of ship sticking out from the bottom of that lake. Do I need to activate the quest first, WHATEVER it is??
yeah i'm playing on the psn so if your not you will have to figure it out but it took me awhile but basically on one of the last updates it either didn't up date properly and it put some bugs like freezing in that like into the game and what you have to do is go into your game data and delete skyrim. now don't worrie i don't mean delete your saved data just the skyrim data and you won't lose any of your things so when you delete the skyrim data it and you reload the game it will make it

I just dual casted the Calm spell on him so he didn't attack so I could get the key without killing him

The quest can't be tracked. I doubt it's a bug.
Maven says to start at the docks and work your way toward the Goldenglow Estate. Took me maybe five minutes of swimming.

Its actually pretty dumb. You have to stand near the gate and wait for him to walk over then talk to him trough the gate.
I killed him then paid off his debt because I didn't want the mission in my quest list xD
That's really weird, you're right it shouldn't change. There's no character dependant plot lines or anything.
