I missed the last part of the video. The drains are not for overflow but to drain that trangle area. I now believe that the entire traingle area, in from of the Gateway sign will be covered up and transformed into a staging area for the second tower construction. Thanks again for the video. This is my guess: because there is a low-hanging SpaceX sign at the first pad entrance, a temporary access road is being built to provide access to the new pad area for heavy equipment, concrete, and rebar trucks. Part of the wall ahead will be demolished to allow access to the old parking lot.
