ICE is used for both petrol and diesel engines but has different meanings.
Petrol engine is Internal Combustion Engine (ICE) while diesel is Ignition Compression Engine (ICE)

This is just monkey business, 1m for conversation and a nissan leaf or note electric is from 1.2m the mathematics is not mathematiking having in mind he talking about old car with old motors and old batteries, frequent failures
It's always cheaper to buy a running nissan leaf.. Tesla batteries FYI run 500k miles.. Or alternatively import a 2016 tesla for not less than KES 15m
