It doesn’t; you can’t take scholarships given from one particular school to another. I bet there are more generic organization based scholarships that can “stack” with a school’s given scholarship.
From the quick screen shot of your Pratt acceptance letter. You were accepted to PrattMWP, not Pratt. It's about 250 miles north of NYC (around a 4 hour car ride) After two years at PrattMWP you can transfer to Pratt Brooklyn in NYC, the main campus. With $0 for merit scholarships from them, I think this was not your first choice anyway. Your better choices then is Parsons, SVA, CCA, SAIC and MICA.

Well, you can check the website of the school you are applying to, they will have their portfolio requirements in detail. I think it depends on the major you're applying for? I think it's important to tell a story because I applied for illustration:)
I say start as early as possible by building a portfolio during high school. (I started mine during my junior year.) I'm not familiar with architecture Design in particular, but you can go look up some dream schools, they do have everything they need in ur application/portfolio on their official web (schools are different). Hope it helps :)

I think it's better for you to do it in the middle of your completion (or maybe 75%). Then, you will have the time and energy to make it better for each school. I did my review after finishing everything, so it's really difficult to change it. Hope you'll do great with your application : )
MICA gives higher scholarships, and rent is way cheaper, n MICA has STEM majors and encourages students to try out different things. I hope this answers ur question:)

The school I applied for, scholarships just came in with an offer for international students. I heard there are more scholarships you can apply for if you're from the States. No extra fee except the college application fee. Hope it helps :)
I applied to fine arts for SAIC cuz the school doesn't have a specific major type thing, you get a fine art degree and you can explore whatever interests you; the rest of the schools I applied to illustration specifically, hope it helps
