When you back up and hit the brake the finger lifts up and moves the wheel on the adjuster, it also works if you back up and press the emergency brake.
Your going thru all this for nothing u have the wrong cable its to long its not pulling the arm back that goes to the star ajuster, they make special tools for the job your doing instead of using vise grips leave the brakes to the pro's.
Even some so-called pros use vice grips. Some just use regular pliers. He did put the springs on in the wrong order. Although, I admit I don't know if it makes a difference the order it is in.

I ended up rebuilding the wheel cylinder and it fixed the issue.
