    To answer your question Jon: PCN stands for "pavement classification number", it deals with the load-carrying capacity of the pavement.

    Why would they include the full length of the runway, with threshold, if not all the runway is usable?

      It's used for planning purposes for emergency cases, and some carriers need to factor in the "overrun" if it is needed

      Also, the displaced threshold can be used for takeoff so the length including this area is useful information.
