This will not work since passenger figures are already decreasing at DXB airport... They would need to completely shutdown the current airport to make this new one running well... but it's kind of far away from the city center...
I'm building this airport for FS2004 using ADE, I've started since August 2020 but I don't think I can build the maintenance area as the file won't compile in ADE lol, maybe too much space. But everything else is being done.

From my prediction, Dubai Airport will slowly decline in the future as a result most passenger will transit in Istanbul rather than Dubai. No wonder one day, Turkish Airlines can beat Emirates.
