It did hit, or at least the part that does the damage. The part of the hitbox that deals the knock-back did not connect properly. This happens when you get hit by one pixel of the hitbox or are barely touching the move. If you notice, Hbox was pretty close to not landing the hit at all. That is why it happened.
Phantoms happen when hurt and hitbox are touching each other but arent connecting In melee phantoms do 1/2 dmg with no knockback and can happen on every move
Phantoms are in all smash games but due to a programming error they're more common in Melee. In newer smash games they refer to them as glancing blows in the loading screen tips

They aren't even playing the character normally in the first place.

It's so broken BOTH versions of the wobble have been banned in several torunaments, even though most Icie players still get left in pools cause their metagame doesn't involve anything other than putting everything into that exploit. Point in case, my comment was to express that the player relied on an exploit and still lost, so the sympathy from the commentator was nil. Seriously, it's more entertaining watching two Jigglypuffs backair battle for 5 minutes than watch a player grab, tap the A button over and over and the opponent can't escape. Edit: That's why I've got respect for Wobbles (player), to my knowledge he doesnt abuse that exploit and can still carry a match with Icies.

Such moves are referred to as “Phantom” meaning the damage is done, but the knock back is missing. In this case, Hbox did a “Phantom Rest”

You don't necessarily lose a stock if you miss a Rest (as long as you don't have too much %), but you can take a good amount of damage from it.
