When I first saw this scene my first thought was that Talos had been replacing Fury since his “death” in The Winter Soldier, anybody else thought the same?

Okay so when was nick a skrull? Since cap marvel or?
No, since Endgame. He left Earth after being brought back to life to work on the SABER space station. Since Tony had asked him to give the EDITH glasses to Peter in his will (in case they ever came back from the Snap, which of course they did), Fury asked Talos to pose as him and get that job done for him. Talos references this in Secret Invasion when he accurately tells Fury that he’s been using Skrulls as his “errand boys.”

But he maintained hope that the snap victims would come back someday; why else would he leave instructions for Fury to give the glasses to Peter after his death, if Fury and Peter were snapped? Tony knew there was a chance he wouldn’t survive the mission to resurrect the snap victims, so in case they came back but he died, he left instructions. He prepared for everything.
