Thank you so much for taking my request! Positively 4th Street by Bob Dylan is rumoured to be about Phil Ochs. Apparently they were really close friends until the mid sixties.
Everybody knew everyone in the 60's folk scene. It was it's own little bubble of explosive creativity. I've got some videos up of Joni Mitchell's folk music before she moved to New York City
Pete Seeger and Phil Ochs were friends, as you suspected. I think Pete was actually one of the last people to see Phil before the later committed suicide.

I was and still am a huge fan of Phil Oches. His death was a true tragedy.
Reminds me of a John Fogerty song " Deja Vu all over again". After the Iraq war, it was Vietnam all over again.
