Lots of nice changes, but definitely agree it's not quite all the way there yet. Hoping for the changes you mentioned!
This is a rework. There are no buffs / nerfs. The extra 2 seconds sigil duration combined with 2 charges on every sigil would have been too strong. Its removal is not a nerf. Its a rework afterall.
