hard to believe this is a ps3 game... looks like an early ps2 title ^^

Wait so rpcs3 doesn't emulate the CPU it just translates game code? Since 20-40FPS doesn't look like it's slowed down like in PCSX2
can you try run ridge racer 7 and project gotham racing 3/4 on its respective emulators?
I wish I had a machine that could play PS3 games full speed
my man the emulator ain't fully optimized yet so you won't need a powerful rig to play it. i already seen some videos of it running on 970s and some of the games running good already. imagine when they add optimization. a 970 is very cheap nowadays. you could get that along with 16gb ddr3, i7 2600k on a asus h81m-k for under $400.00 bucks. if you look around you can find a good deal, probably even cheaper
I have the PC version of this game (had to get it via torrent because they dont sell it anymore). Its called Outrun 2006: Coast to Coast, and has more content (extra stages) than this version. It runs at 60fps on a Dell i5 2500, 4Gb RAM and an ATI 2400XT 256Mb GPU (very weak graphics card!).
So as you can see even a very moderate system can run this game properly if you download the PC version. Works perfectly with an Xbox 360 controller plugged in.
Its an awesome game, lots of fun and still looks great at 1080p on my TV! I recomend it to anyone who loves arcade racing games, it really is awesome. If they made a new version today with extra stages and content and for todays hardware (and didnt mess it up) they would make millions!
