The thing with France being the most visited country is ... How to put this, he cheats on his numbers... If you are going to Germany and your plane have to stop on France and then go to Germany or any other country "you are visiting France" sooo they count you as a tourist xDDD thats why is France on top every year....
your argument is incorrect: in fact, to be counted as a tourist, you must have spent at least one night in the country. If a person visits France 10 times per year, they will be counted as 10 tourists.
Ok so the thing is even if there was a way to "cheat" the number, then every country is doing it and while it might boost the numbers, the fact remains that apart from the top 5 the difference is still massive with other countries.
So factually I don't think you can say they are cheating, and also who cares ?
Frankfurt is also a big airport with a lot of international transfers, as are Amsterdam and London. So those would cancel each other out if they would be counted as tourists. Which they are not as someone mentioned before.
