As a Vietnamese I can say that his accent is good but some times he makes awkward pauses between the words/ lines. But it is understandable for a Vietnamese American.

@@HooverShrimpster the best way I found to realibly trigger this is to get it on cooldown and as soon as the cooldown timer hits one second spam the hell out of the thing you want.
There is a mod that's going to replace these lines (at least for the VC). It's GOM, or gameplay Gameplay Overhaul Mutator You can find it in the game's workshop
