So with the thing that goes over the plug. Is it supposed to be loose like able to wiggle it up and down? Cuz idk if its in all the way and my quad ain starting

The spark plug wire should be fairly firm on the spark plug. Side to side or twisting is ok, up and down its probably not making good contact but should crank.

I always put a little copper anti-seize on the threads.
