- The controversy over former West Bengal chief secretary Alapan Bandyopadhyay seems to be dying down. One of Mamata Banerjee’s blue-eyed boys, Bandyopadhyay courted trouble when he skipped a Cyclone Yaas review meeting conducted by Prime Minister Narendra Modi. The bureaucrat was asked to report to Delhi, but he put in his papers and was promptly appointed as advisor to Mamata. He, however, replied to the Centre’s show-cause notice. In a two-and-a-half-page response, Bandyopadhyay courtly explained his position.However, there are many questions surrounding the rationale behind his decision to skip the PM's meeting which has snowballed into a political controversy. I had the honor of working with Mr. Swarup for a very brief period and was very well impressed by his implementation and knowledge of running RSBY
In the context of Ethical Dilemma of bureaucrats, foremost is there a governance by the current government? They seem to be only playing politics, image management and Jhoomla management at all levels, leaving little or no room for bureaucrats to do their duties or run their institutions be it the CJI's, CEC etc
Honesty, Integrity and Justice are facets, which are alien to the PM and his cotree. Unless this is practiced by "LEADER" of the country, bureaucracy cannot perform their duties on their chosen profession.

I think Mamta didi clarified the reason for being late for the meeting. It was not her mistake nor the officers mistake. The delay was because of the PM security reason.
When Modi was CM he also refused to attend a meeting of PM along with his Chief Secretary.

Please also talk about all Govt Pensioners and Staff who have been loosing their DA fir the past 18mths without our consent and deprived during pandemic. Instead of giving Covid Relief to Govt Staff our salary is sponged off in PM Cares Fund. No receipt nor any reprieve.. We are into so much of Financial crisis unable to even bear the extra burden of Covid protocols.. Treatments etc.. Please bring to light..

In the cow belt states, most Civil servants are closet- Sanghis who are from upper-caste Brahmin families, who are descendants of Zamindars, who got their Zamin in return for offering their wives and daughters to British, or Moghul rulers or their ministers. So it is in their DNA, to be able to bend their morals / integrity, for monetary, or other petty gains. After 1948, it is common to see educated upper caste IAS and IPS officers from Cow-belt states in India, offering their wives/daughters to Dalit ministers for a few days, in exchange for getting plump lucrative posts in Government, where they can demand huge kickbacks and bribes or sexual favours from Jain, or Sindhi industrialists or businessmen.
The Role Models must exhibit wisdom,humility and humanity in their conduct for larger good of country.
Most of the IAS, IPS officers nowadays work according the wish of the politicians and nomore controlled anybody else. All institutions like,ID,ED,CBI,NIA, EC and all institutions control by the central government so according their desire they manipulated and take vengeance to people go against government and this is called Modicracy and not in democracy? The civil servant become "chamchas" of the bosses for their benefit forget their duty so who will be blamed and due to this attitude the country is in very bad shape? Modi,Shah is the authority of the nation and they can do anything it proves what they want to do with chief secretary of Bengal because they can't do nothing to Mamtha Banerjee? The system of the nation destroyed by two Gujaratis and they are impose the laws according their wish always mentioned the biggest mandate they have is challenge the voters of the nation? Mera Bharat Mahan.

It was good to see Mr. Anil Swarup just throw facts. He had arguments from both sides. It looks just silly of BJP to pull officer on last day of assignment.
Timing of hiring is as questionable as firing ;).
Google search came up with this article "www.indiatoday.in/diu/story/tale-of-two-states-how-west-bengal-and-gujarat-perform-at-various-development-indicators-1743733-2020-11-24". Article could have been written by a BJP supporter. But data is from public domain. There are few points TMC and other folks conveniently miss out.
1. Ms. Mamta Banerjee is in power for 3rd term. Why is GDP growth rate trailing india's growth rate?
2. There are supreme economist from Bengal. Yes Modi hasn't listened to them and is definitely bad. Why is their impact on state low?
3. They have immense stability. But they couldn't conduct election on a single day. Why isn't there a political stability?
4. BJP has no power in Tamilnadu. Great young and dynamic candidates couldn't win elections. It will take decades for them to make inroads. But local governments worked with center. TMC isn't a national party. TMC is as strong as BJP in Tamilnadu. Why isn't TMC working with center? Who is loosing by complaining of Modi's ego? When new finance minister of Chennai was able to borrow, why cannot someone from 10 year ruling party manage?
It is very difficult for central government to retain power after pandemic. Forget about attacking Modi/BJP and go work for elected people.

In our system the IAS are the bridge between the central and federal governments and with executive powers. Hence given magistrate powers even. Politicians come and go.They can ,make the law and break the law and no one question them.
But the system totally depends on IAS Constitutanally and permanently . Hence the 35 years senior IAS being CS of Mamata should have explained the service rules and Article 51B guide lines. He should have convinced her. At least he should have attended in meeting to explain the disaster to PM. As long as he is in service he is bound to follow the service rules. After retirement he may start politics.EX.IAF
Mamota is an arrogant lady, who never shows her respect to constitution. She just wanted to avoid the opposition leader Suvendu Adhikari in that meeting as the later defeated her in Nandigram constituency. PM visited Bengal not for a joyride. Alapan, as per the protocol, was bound to attend PM throughout the meeting for the sake of a good & healthy adminstration. By avoiding PM , Alapan simply insulted the Chair of PM.
whatever little i heard of that ex., to my mind, there is absolutely no quintessentiality (issues) here!..a civil servant has primary attachement to central govt (modi or no modi!) & dancing to the tune of state admn, especially corrupt, partisan dispensation like the one in bengal, is criminal deed indeed!

@@tobiasjulian the info i have gathered (not sure of the relevant civil servants rule) over the years is central to my position...ias comes under personnel dept & ips under home ministry...these guys are technically under some kind of deputation when in states & their ultimate control lies at the centre...hope i'm not that off the facts!...this precisely could be why the bengal guy was asked by centre to return back to delhi!

When an IAS officer is assigned to a state, his responsibilities lie with the state. The country is a union of states, and the Centre should have the maturity to understand that. The PM and his administration are more focused on his bruised ego and the loss of face and the elections in the state. Some years back PM Modi went around distributing copies of the Bhagavad Gita to some world leaders - perhaps he should open one copy and read it himself - he will learn a lot about how to handle defeat and become a better person, so that the country can stop regressing, which it has since Modi came to power.
Mr. Anil Swarup was an excellent officer. Had interacted with him during his tenure as chairman of APEDA and experienced first hand his capability and decision making. This interview reflects what he was during his tenure as Officer of Govt of India. I am really glad that Sujith Nair did this interview
He had to go help people affected by the flood. Good he did not waste time just sitting in a meeting where only one person speaks.
And remember, both CM and CS did meet the PM and made their excuses for not attending.

In India IAS abd IPS have been reduced to the levels of kaamwali by our unscrupulous politicians . The cream of the intelligentsia are made to bow to our unpad Politicians speaks volumes of quality of our Governance.
Why do you speak of "kaamvalibai" in a derogatory manner. They work hard and earn their money. Most of them run from one house to another to feed their families. The man of the house most of times is drunk and beats his hard working wife. I have more faith and trust in my maid than this govt. and its boot lickers.
