Yes you need both and you can't use the ink that comes with the printer. I use Epson ET-2800 I bought it from Staples and I ordered my ink off Amazon. EcoDot sublimation ink. There are plenty of sub printers so do your research. I'm very happy with mine.
Just a couple of tips. You may know these by now. Since you are cutting your glue with your Cricut, you MIGHT be able to save your shape as an SVG file (through your embroidery software) so that you have the correct shape and don't have to trim. Also, you may be able to do print and cut of your sublimation to save yourself time. I plan to try these out soon, but just thinking.

Where do you get your polyester twill patch fabric? I bought some polyester from joann but it doesn't seem as heavy as yours.

if you use a soldering iron to cut the twill it will seal the thread.

The fabric can be purchased from Gunold.com. They have poly twill fabric for patches.

How do you make a statin border stitch from beginning
You would need a digitizing software to make a satin border. There are a few options out there such as Sew Art or Wilcom Hatch.
