The guitar melody goes for three bars before it starts again. That's 1234, 2234, 3234, 1234, etc. Usually riffs go for 1, 2 or 4, 4/4 bars. Prog utilise 6/4 bars to great effect but then its 2 or 4 bars before the riff starts again. This 4/4 song riff is three bars long or 12 quarter notes. The tension to not resolve it to a predictable even measure works with the emotion of the melody so well. We could always ask Ryan Adams what he was after!
