  • Thousands of teenagers in care are living in unregulated homes and being "abandoned to organised crime gangs", Newsnight is told.

    As part of a special series of reports, Newsnight has learned that - according to figures from the Department for Education - around 5,000 looked after children in England are living in so-called 16+ supported or semi-supported accommodation - up from 2,900 ten years ago.
    This type of accommodation is not subject to statutory inspection or registered, even though residents are in the care of the state.
    Police forces have raised concerns, saying criminals see the premises as an easy target for recruitment.
    Children and families minister Nadhim Zahawi said: "Local authorities are required to make sure that children in care and care leavers are given suitable accommodation to meet their needs, including that they are safe and secure which is why I recently wrote to all Directors of Children's Services to remind them of this obligation."

    I was dumped in one of these homes and the things I endured were known at the time but completely overlooked. Im in my 30s now and is it any wonder that life is so chaotic?

    No one should be taking care of a child without being registered. This is destroying the future of the children. They are human not a business for cash . This need to stop .

      Its still the same, I attempted suicide at a house like this after a worker who knew of my issues and i went to them telling them I was going to and they told me they wanted to watch, the system is crazy

    It is often said that you can judge a country by how it treats its poorest and most vulnerable citizens. The UK is failing miserably, sadly that is true for most countries...and the world at large.

      But at least the authorities, I.e. the police, seem to care. Here in Sweden, we’ve just had a scandal break about these unregulated homes. There was talk of abuse and violence but nobody seems to care.

    Considering that Britain has been in austerity for years and seems allergic to the idea of regulation, its not surprising that care of children 16+ is failing. At the very least, these places should be regulated to make sure that all kids who come in contact with them are protected from violence and criminals.

      True story......i support childen from all types of backgrouds. If a child is on an interim (section 20) care order even a full care order (section 31) and the child goes MFC the police and support workers are powerless to return them. I find this unbelievable but there is no law to return them even though the child is in breach of a court order. Recently i experienced a 16 year old who went MFC for a month, i found her walking down the road one night with a 30 year old male, the police were informed, i followed her back to his address and rang the police. 15 minutes later the police turned up but because she she didnt want to leave "her boyfriend" and she stated she was safe and well, the police had no power to remove her. It didnt matter that the male was a known drug dealer and already known to the police. Mark my words its not the residential homes, it the law its all wrong.

    I listened with horror to the stories of young people abandoned by the Care System. How can these systems have gone so terribly wrong?
    My mother was in care in the early 1910s and received far better treatment and attention after she left care.

    Yes, I grew up in care and ended up being abused by the staff at my semi independent placement. The manager would pay the kids not to talk when LADO came round.

    They are treating these 16 year olds like adults they are children as should be 18 years olds no way are you an adult at 18 . 16 are babies !!! Man I am so thankful to have a family , I have severe anxiety and live with my parents I cannot imagine being in a situation like this !

    I was in care all my life, at 10 years old I moved into a children's home that was well staffed we was looked after really well. The next place I moved into was crazy, drugs, crime and young pregnancy. I went on with a life of addiction. I'm clean from drugs and hold a job down, I had a daughter who was adopted because of how I was living. I don't know how to fix the problems

      Sorry hun,am glad you are doing better,why don't you start by talking to a solicitor who can mediate with the social services,who can talk to the people who adopted your child and probably allow you get to know your baby.

    There's always been huge profits in the care sector. My sister was in care and she knew exactly how much her foster parents were paid as wages and what they were paid in terms of food allowance for each child, clothing allowance etc. She never got anywhere near that money, left in flee bitten clothes and left to eat the cheapest food ranges. The foster parents own children got holidays, new clothes and different/ more food in all but one placement. They would tell her they became foster parents to give their child the best. My sister was 14 to 16. We spend so much money as a state on foster wages and hundreds of thousands in one off 'whole life' payments' at the beginning of an adoption placement. Would never think about giving anything like that money to the blood family to support the child.
    " Cant pay rent, evicted for arrears, you're not entitled to housing benefit or council placement because you're homeless cause of arrears. So we'll have to take your 3 month old and adopt them out cause you cant give them a roof. We'll pay the adoptive parents £150,000 to get their new family started though."
    I remember my sister in a council hostel when she was 16. Got £40 a week benefits. Once she hadn't eaten in 3 days and only then did the hostel staff open up the cupboard under the stairs, full from floor to ceiling with donated tins, and she was allowed to pick two. She picked beans and hot dogs. This is a 16 year old in the care of Hillingdon council who are paying this hostel for their care and the generous food allowance here was from donated food!!!
    Any parents out there of a 16 year old think about telling the social services that you give your child £40 a week to feed them selves(amongst other things), they hadn't been able to budget. But its okey that they couldn't because when the child went 3 days without eating you allowed them to pick a tin of beans and a tin of hotdogs from the donations at the local food bank! I hate it when child protection authorities judge others when they are soooooo poor themselves. Money, money, money!!!

    I was a Child Protection Social Worker for many years and retired seven years ago. At that time the Local Authority I was employed by no longer used either Children’s’ Homes or the more American ‘Group Homes’. I agree that these children are simply being dumped in inappropriate, expensive homes with staff that have little or no training and most of whom don’t care about the children. The owners are making a fortune out of this appalling trend and the whole system is failing some of our most vulnerable children who don’t stand a chance.

    Unfortunately, the deeper you delve into this the more you uncover. As a society we are not aiding our most vulnerable in building solid foundations we are doing the complete opposite and destroying them. Maybe if each LA did their actual job instead of investing their time/energy into making up excuses and trying to justify their failings these young people might actually stand a chance.

    They offer the kids money - the equivalent of benefits- to leave their homes into these places - I know for a FACT trafficking is happening directly from these homes

    When is someone going take responsibility for their part in the failure of protecting our children, What sort of message does that give our young hopes? We are letting them down daily.     This is problem that has been building for years. Local authorities want LAC children off their “books” . The reality is it saves every local authority 200k a year when they remove a 16 yr old from care to supported living . When will this be addressed . I have 30 yrs working in care industry and am finally disillusioned with the system.

    growing up in care I can one hundred percent agree with this. there's a lot of corruption in the system and if there's a cheap buck to be made by branching out, cutting out on staff or getting behaviourally difficult kids they'll do this in favour of the overall welfare of the home and children living there.

    So sad. In my hometown we had an Orphanage/Childrens Home. My great-uncle (by marriage) was raised there, later marrying my great-aunt. In years to come my younger sister & brother were there. Each year there is a homecoming and people raised there return from all corners of the earth to meet up. No one I have ever known has had a disparaging word about the home or the homes staff.
    May God protect all children from harm/abuse. 🥰🥰🥰

    If we invest in Children & Families earlier & the communities around them, maybe we wouldn't have to spend half of the Childrens Services budget on children in care!

      I will probably get a lot of dislike for this comment but they need to open more "special" schools for children that can't manage in mainstream for a number of reasons they are struggling with mental health, autism/adhd, been bullied anxiety. I hear people say they don't deserve them but should you really give up on a 7-16 year old? These children are vulnerable and the schools can offer them so much support to catch up with work very small classes so they get the attention they need, they're not just getting an education they are being taught life skills and how to become a decent member of society and it's been proven to work. We always here how there is no rehabilitation in prison so this is the best time to get to them when it's easier to change and influence them.

    I worked in care for kids/teenagers for over 10 years. Not once did I witness any abuse and if I did I would of whistleblown. As an ex residential/senior support worker all we did was try to help the kids by giving them structure and care. The police barely got involved. And that mp is talking bollocks, they don't care. I took two lads to parliament to attend a meeting with the mp responsible for for care for children. He didn't answer any questions at all. What a terrible documentary
    Yes I agree the amount of money they make is disgusting but the care the residential workers give to these kids most of the time is amazing and they do a hard amazing job.

    When i was 5 years old my father took me from my mother with her conscent, to live with him and his new wife.
    It quickly bacame apparent to me that she took an instant dislike to me, more like hatered. She had four children of her own. Anyway the abuse started off almost immediately making me stand in the corner of the room facing the wall for absolutely no reason that a five year old child would understand anyway. The days went on with low level mental abuse, well to a five year old boy it was devastating. My father was a long distant driver so all this abuse took place when he was out, but he could see that I was unhappy there. So her four children started to bully me and attacked me in the house. They had a dog that use to nip me, and they would all just laugh. I started to hear her mother say to her, "Why don't you just dump him somewhere." So after a year of mental tourment at the hands of everyone in that house, she finally decided to take her mothers advice and dump me on the street I was only 6 years. So Social services placed me with a foster family but after a year the moved me to a children's home. That was a blow to me because I became part of a loving family. When I was 8 years old they moved me to another children's gome where I stayed for 8 years. I left the children's home when I was 16, then they moved me to another children's home for a year, then when I was 17 they moved me to an half way house to get me use to an independant life. I left the care system as I went in feeling alone, worried, & affraid. Of course i have not put every awful experience in this post. Thank You.

      im currently in care right now and im 16 ive been in another residential home and foster care this is my third placement but i do plan to do property so i can build more care homes for children like you and me and hire great staff members

    The best place and the best person for child is their mother,even if she is not well mentally she is better than the best government for her child.Therefore,I think first option must be to support parents if they cant look after their child then we must employ 1 person who is relative of the child to look after the child and I think that is much easy for us .But if the Gov keeps taking children from their parents,then we will regret that decision.

      What a foolish comment. Quite clearly, mothers are not always the best place for a child to be because not all women are capable of being mothers.
      If you really consider, you will recognise the evidence of countless children who have been murdered by their parents or severely abused.

    SS targeted me for 15 years. They told so many lies about me. They told me that if I didn't send my 14 Yr old mentally ill vulnerable daughter go to live with my abusive violent ex then they would take away my other 4 kids into care. She often ran away for days on end (and the police were useless) from his house and she was self harming and he was emotionally cruel to her and always drunk and they did nothing. I also secretly recorded a social worker asking my 2 and 4 Yr old little boys if they wanted to go and live with her. They are sick!

      @@vergeREVO just a few days ago it felt like the biggest weight has been lifted,, the police inquiry of *institutional corruption* the amount of crime numbers I have over the last year let alone the past 22 Ive been exposing it, I was paid £45,000.00 for what my stepfather did and nothing else,, Edward slaney *care dad jailed* East anglia times, he broke my nose I was made out to be a to be a liar hence putting me in the home covering it up, he admitted it 3 days later as he did 12-13yrs later, oh,, his kids metropolitan police

    If you know about this you know that the care homes are not given any legal rights to stop a child from leaving the home. If the child is a frequent runner and not in a house that is lawfully allowed to lock them in, theres nothing tou can do to stop them going, apart from using diversion tactics

    Hereford SS treated me apaulingly when I was with them moved me constantly and let me be abused for years knowing it was happening then at 15 when I was found pregnant from this abuse they did nothing to the older boy who had beat me and raped me since I was 14 at 16 after I had my baby they placed my in a BnB that didn't have kids in it but older men one giy I lived next to was about 25 and he done drugs, had fights and had load of lads round all the time to the point I would be too frightened to leave the place and walk past them all, not only that but my abuser was 3 minutes walk away from me and SS new it... he could see my room from his place (which was a regulated low security mental home) so my abuser found me of course and another year of abuse started 🥺. Social services did absolutely nothing, connection saved my life as after1 attack I hide in their door way all night in the middle of winter in my pajama freezing cold and to frightened to return home. Social service are a joke... they don't take care of children... well not any I've met anyways!!! Now babies are die in huge number and all seen to of had SS involved so how lomg and what will it take for the public to write them off as useless and not worth the millions they take a year to abuse and ruin children's lives when the kids don't benefit from a penny the public pay to help them... I think its almost fraud!! 🥺😳😡

    i have worked for 20 years with these young people in residential homes that are regulated and unregulated. it is easy to say that staff do not look after these children. easy to paint these children as sweet little angels..... many of these older "children" are in these homes as their placements in foster care or regulated homes have broken down.
    In many instances these young people end up in these homes because their behavior is unmanageable by foster parent. Young people who are already engaged in criminal activity, not engaging well with social services, drug dealers, drug users, young promiscuous girls. Many already have a history of running away and absconding. it is difficult to work with troubled young people who are already conditioned to be verbally and physically abusive to staff without any provocation. Working with many of these young people can be disheartening. young people have no respect for caring staff and no respect for themselves. There is no consequences for bad behaviour. Young people try to blackmail staff by raising false allegations re staff attacks and being sexually exploited. Young people are often very verbally abusive as many have narcissistic and psychopath tendencies, many are selfish and care little about anyone but themselves. Police???? they do NOT look for these children.
    These young people often do not want to be found as many are enjoying doing exactly what they want. They abscond and disappear nightly. If they are reported regularly the police stop looking. There is nothing I have not seen. Children's services are always moving children around and they are driven by money and weekly allowance. Fostering until adulthood should be encouraged. Not all these placements are bad!

    I don’t blame the professionals involved at the coal face. It’s the system that prioritises children’s rights over the adults need to provide boundaries to children who need them but who fight against them. The commercialisation of the sector just exacerbates the issues.

    I work in a semi independent placement and we ain’t regulated but we ensure they are safe. Unfortunately, this is typical of police because they get tired of so called “looking” for them, so they put the blame on the homes. The staff/support workers have their hands tied because they can’t do anything. Maybe the police should look at the local authorities, not the homes! Also £8000 a week? Where she get them figures from!? Haha it’s more like £250 a week with no behavioural issues etc

    And so it is here in Canada. Kids on drugs go to hospitals for the emotionally and mentally unwell. They are kept there for a limited amount of time (until the drugs wear off, or the mental instability is stabilized by the drugs given at the institutions, or until the kids' time there is up. Out they go, on the street, until the next time

    County lines were running directly from some independent living homes… The 16-18 year olds were recruited , using and supplying class A drugs , their bank cards were taken and they were given £10/£20 if they did as they were told …The 18+ social workers were made aware but let the 16 year old face the police alone …. I know because one of them have been part of my family since He is now in his 20’s- he was hiding out at mine aged 16, or sleeping rough to avoid the things he was being coerced into doing …. As far as I am concerned social services were aware and should be held responsible for their part in these crimes as they knowingly supplied children or at least ‘overlooked’ what was going on .

    One of the main reasons they are failing is because they are not doing a proper job, all ticking boxes, is not doing a proper job, when something goes wrong they should be held accountable but all that happens is they get moved to some other position, if More people complained they would have to change the system, ''But no one complains enough, I run a group for little ones forgotten by Social Services, I want them made accountable I want them to change the system, We need the public behind us even the schools, should be doing more, don't let these things continue to fight for change sign the petition whatever it takes, Write letters to your MP that's the only way things will change, We should go on a March but no one wants to do that enough, so the next best thing is getting petitions done, Writing to the councils!

    1 was in care for 5 years moved from 1 home to another in 4 in all out the four one was OK didn't get abused but got abused in the other three it was very disturbing so scarry getting attacked by big heavey men and women even getting slapped on the face but in a cell pad it was in court yard through a door then there was a steal door toilet made a dripping noise that made you feel crazy I ran away all the time care was worse than being at home I'm from Scotland hate all the homes I was in bad monsters.

    I was a 9 year old kid found my mum hanging from the stairs ended up in care it was a nightmare my sister and brother we're left there and I was put 20 miles away from them what did i do wrong to be separated from my siblings which to this day there is no contact I'm now 62 years old ??????

    I was in A children’s home in he’s cross Hyde they used to take me to rochdale building and do holding therapy on me and its blatantly child abuse my heads never been the same since I’m now 33 got lot of issues anyone no where I can go and complain and sue them I looked on google there was an article called whistleblowing on holding therapy

    Another thing they had you scrubbing stairs and making your bed if you didn't do the corners right they made you do it till you done it right had to wash your underwear and socks got timed in having a bath in a nother home I got pushed in a square small shower I was screaming to get out but the staff member was holding it closed laughing at me I have a fear off shower lifts I can't do it's shocking what happens to you in care.

    Well, lovely Catherine who cares so much for children, what is she doing about this problem other than having people comment on her clothes and smile as people give her flowers. Diana would have done something. This is not political it is social. All that money Catherine spends on her clothes would make a big difference for children stuck in this nightmare.

    The reason for post 16 year olds who have been in care, putting them in dodgy B & Bs supportive lodgings and in bigger cities London and Birmingham there is a hope that they will get a place in a hostel. I have spent 30 years working for the LA and we tried hard to place 16 years in suitable accommodation but the reason we couldn't WAS BECAUSE THE LA WERE COMPLETELY UNDER RESOURCED
    My experiences were before the Independent Fostering Agencies started up, but now they have almost taken over LA fostering and adoption. They pay a very large sum of money to carers and all other expenses, around £800 PER WEEK> AND WHO PAYS....................THE LOCAL AUTHORITIES WHICH DEPLETES THEIR BUDGETS MORE THAN EVER. It also means that IFAs will place a child hundreds of miles away from their home area. It is all about making profit and I have seen directors of these IFAs driving top range cars.

    Students who go to university think they are better off but to tell you the truth what I have seen with UNI STUDENTS are that 35% of them take illegal highs or legal highs and they go out alot clubbing and pubbing and they are no better than what the average student that goes to school or college

    Can't get my files seems I'm a body to them I got sent to live with a auntie and her man at 16 they punched my tooth out she was working night shift and he tried to get me to drink so he could interfere with me but I didn't take the drink and went to bed then he came into my room stared screaming when he came in my bed he held my nose and mouth I went to police next day and the said they couldn't do nothing because I had no one to witness it staff in the homes are monsters you get the odd ones that are OK I could go on and on about what staff done.

    They took my children sad to me i have hsoltet them but not a single mark of hasult Ben fawnd and after 1 month when I seen them my younger child wich is only 2 marks on the nose have been asulte slapped on the faz nails broken broken and they cringe avrey day and no one is bader all the answer they tell me is your fault i have 100 of photos of them i was looking after them all my house was very poor condition i bleving and the police tell me nothing rong after the tok the children new is 8 months they can only making very bad life for as i need help if any one con help me please 😢 🙏 💔 😢 a small fault dazn mein take poor people children but they don't andestend
