I think you just make a chain, then pull a loop up out of each chain to create those multiple loops on the hook.

You can do the foundation without the second hook. Tunisian crochet doesn't require two hooks

🙃 так ,как начинаете вязать просто крючком . Сделал петлю воздушную, В левую руку крючок "не рабочий" и нить с петлей . В правую руку - крючок рабочий , его в петлю - захватываешь нить, вокруг не рабочего крючка ...
