The Adjudicator is like a detective but with more power. They must first investigate and then give the party a chance to release the excommuncado. In John Wick 3, the Adjudicator gave Winston and the Bowery King chances to step down and retired, but as you can tell they refuse. For Winston, she then called in to "deconsecrate" the Continental. Its status changed immediately before her phone call end and she ordered the "soul" removal from the premise. These are the rules that even the Adjudicator must follow. But during the contract with Ruska Roma, words must had not reached the High Table yet. If so then the Ruska Roma would have been visited by the Adjudicator before John Wick had the chance to accomplish his task to be admitted back into the family-would probably end up similar to Osaka Continental when Chidi was at the scene. So it is possible for an organization, individual, or Continental to help out an excommuncado, if they are ready to face the consequence of their involvement. And no one really wants to risk it because of how deep High Table network is. Ruska Roma would be eventually found out sooner or later. But the main fault of this lie in the Marquis. When Winston presented the challenge to the Marquis, the Marquise knew where John Wick was at that point. He had every right to decline the challenge, made the call, appeared to Ruska Roma himself or sent Chidi, and cleaned up the mess. The Marquis had even declined the duel a couple of time. It wasn't until Winston stroked his ego that he finally accepted it. But that was too late, once the duel was accepted, the High Table couldn't interfere as part of that rule. Ruska Roma would eventually be found out-it was a matter of time, so they risked it all by backing up John Wick. After all, the Marquis did say that if John lost the duel, both the sponsor (Ruska Roma) and his second (Winston) would be killed. Therefore it would had made no difference if the High Table had found out about their involvement. But if John wins, then the sponsor (Ruska Roma) would walked free from this. Mind as well take a risk on John by allowing him back and helping him.
