Another way that works sometimes, use the terminal tool but before you do soak it good with penetrant. Take 2 ball peen hammers (very carefully) and hold one against seized collar tightly and tap across from it while rotating occasionally. Use a flush mounted nut or bolt on shaft for puller to seat on. I worked at NAPA for years and dealt with a lot of rear wiper arm problems. Chrysler mini vans were the biggest problem!
