If you apply from US, Canada, et al . It does not increase your chances. However, they used to help some years ago. The reason why it used to help was that, they were done manually by mailing your information. So essentially when someone in the US mails the document, there is 100% possibility of them receiving it, compared to someone mailing it from Ghana.

Actually the system doesn't work that way...wherever you are applying from,the selection is based on your country of chargeability or eligibility. So if you are in Ghana and someone submits the lottery for you in the Usa,you will be categorised under Africa region.
Mr. Host, it is said somewhere (can't remember where) that you should use your nationality to apply regardless of which country you are residing in when you apply. For instance, if you reside in Australia but with a Ghanaian citizenship, you select Ghana as your country when you apply.

Besides, a person may be visiting a friend in Australia while the DV lottery is open and she may want to apply from there if she’s interested. Different people find themselves in different situations. Maybe somebody who is about to be deported from Australia? Who knows? I knew somebody in the past who was trying to move from Australia to the US. There are others in Germany trying to move to the US. Not everybody is in your situation. By the way, I already live in the country that I want to live in so I don’t need your guidance.

All nations even the poorer ones should be able to attract residency to persons from the richer nations and vice versa.

You will need passport after registering so I don't think either the person doing it in Canada or Europe gives you changes... You will later need to provide your passport. If the person does it outside Ghana, he or she will be using your own details you as as a Ghanaian
I registered many people from my Seattle, Wa base back in the 90s every year no one won. I gave up! There is no advantage doing it from the USA. Folks use 3 names. I know someone in Ghana who won and failed the interview in 2007 he used two names. The Embassy has access to WASC records.

you only cut off beacuse of your failure to follow instructions or you chose to complicate your application by including other members .. lesson is .. first secure your own green card then you can come and rescue the rest by applying for them as the petitioner... unfortunately africans think americans will understand their complications ....
It's clearly stated in their instruction that the least educational qualification should be high school degree,besides it a warning. If you don't meet it don't apply at all
