One of the cops was already shaking his pepper spray before the cop shove him. So they was already planning on doing this. They are trained to have half the cops attack and the other half protect the attacking cops so nobody can intervene on their victims behalf.

The legal criteria for them lying is subsectioned in law to be justified during investigations not habitually on duty , if you record them on duty you can use it against them , it becomes public record when you publish it when they are on the clock , that is why they despise cameras they can't mute when they are conspiring and lying !
