Not sure what the creator used for such effects. I tried Layer effects for my animation.

Upgrade it to latest Animate. 2019 & 2020 has this tool available in the toolbar

The Adobe apps are amazing, but they demand too much money. Please make it easy. Not everyone can afford it.
