Although Foley states that there was no sign of forced entry, there are obvious signs of a struggle. There is a used flashbang, still giving off a bit of smoke in the back of the room. The dead Russian (Viktor from No Russian) is another obvious one. Also, there are bloody footsteps leaving and entering the panic room, which likely belong to the Russian soldier in the ground floor.
Is there any indication as to who Raptor and Phoenix are/were, exactly? That always seemed to slip my mind when I was playing through the campaign, and it never seemed to make sense.
I think the writers were trying to use this scene to create the implication that Shepherd and Makarov were involved with each other more so than simple adversaries. The fact that Shepherd pulls a squad of Rangers to check the house of a VIP that also happens to be on the radar of one of Makarov's men is a little bit of a coincidence. Of course, this whole story point was never really explored in the game as the deadlines this game had forced Infinity Ward to cut the campaign short which left Shepherd's motivations and actions a little ambiguous.
The the cod wiki of this mission it says “They reach the house, only to see that the HVI is dead. Foley notices that something is wrong and tells Ramirez to check the Panic Room, thus revealing the truth. Ramirez picks up and intel briefcase of the HVI and Dunn informs Shepherd about the incident.” I wasn’t too sure what it meant either I always just assumed it revealed a unexplored connection between shepherd and makorov
Yeah, it's actually still pretty impressive the modeling and design work put into those houses. They really put a lot of effort into this game and it shows.

Main thing I've seen so far in MW2R, aside from the graphics upgrade, is that alot of previous 'empty' actions now have anims behind them. Like Ramirez pushing on the debris later in the wrecked helo, or Soap actually jumping and diving off the zodiac at the end.

My presumption is that this guy served as a kind of middle man between Shepherd and Makarov, possibly the man who told Makarov that Allen was a CIA operative. Maybe this whole situation is how Makarov finds out where Shepherd is at the end of the game? Foley does say take "what's left" of the briefcase, maybe Makarov took intel about Shepherd. idk I would have really liked some more answers here its very foggy

Was anyone else disappointed in the direction mw3 took the story after this game? I felt this game was extremely emotional with characters and the defence of Washington. MW3 just seemed to jump around too much, it didn’t develop any real emotions for characters and you never invaded Russia. I understand why, I just was hoping it went in a different direction then mw3 took it
a realistic WW3 between Russia and the US would start in europe and most likely be confined to europe. a Russian invasion of the US would be completely impossible but even if it were possible, the Russians would still have to fight through europe too. so what I think happened is that the MW2 devs realized this far too late, and tried to "correct" for it in MW3 by shifting the focus away from america and towards europe (that, or they just wanted to set maps in europe regardless) i definitely wish they had either kept mw3 in the US or showed the US counter-invading russia like the rangers hinted towards at the end of whiskey hotel
