Usually when preemption starts for the railroad crossing, the traffic signal that's facing the railroad crossing gives a Track Clearance Phase, after that phase is done, the traffic signals go into a All-Red Flash
yep, all it takes is for that car to stall out on the tracks and the train was that close probably wouldnt have had time to get out, not worth the 2 MINUTES that driver saved by running the gates.
Nice catches! Yea, this is an uncommon thing for railroad crossings. In fact i think its more common to see this sequence on miniature signals at like zoos, small railways or parks.
They set it that way inside the mechanism. Its for vehicles and pedestrians to see that the gate is still down at night when raising when the main lights shut off.

On the Iowa Interstate, many of the gated signals still utilizing relays installed by the Rock Island maintain this sequence.
The first one caught my attention because I saw a car blow through the crossing as the gates were still down and there was a train coming

I like this sequence. Continuously ringing bells and lights that shut off as the gates rise. This is the way it should be.

Here in France the lights turns off right when the gates rises like in this video but thats the normal fonctionning for all the crossings.
The workers are going need to fix the lights on the railroad red lights all of them.
