current isn't generating due to rotation it is generating due to change in flux in case of generators but in this case magnetic field due to wire is always constant through the loop and is always perpendicular to loop so no change in flux no emf no current
In AC generator , the rotating coil cuts the magnetic field lines and hence , a time varying emf is induced in the coil. But in this case , as field lines of wire are concentric circles , rotating the loop do not induce extra emf.
