For eight freedom, an airline flying from country A flies to an airport in country B and then to another airport in country B for commercial purpose. Will that be an international flight or domestic flight?
I am sorry but the eight confuse me when you say the airline have the right to transport passengers and goods between the two foreign airports. However, the image shows them transporting domestically. Please elucidate me
The important part about it is that the airline is from a different country (A), so effectively flying a domestic flight in a foreign country (B) - so for example if Air Canada flew a flight from Vancouver to San Francisco and then onwards to Los Angeles, they would need 8th freedom rights to also sell tickets & transport passengers and cargo between SFO and LAX (domestic in the USA - two foreign airports for Air Canada). Only caveat like mentioned in the video is that it would have to be a flight that either starts or ends in the airline's home country. Hope this helps!
In Belarus they have a tenth freedom “ the right or privilege, in respect of scheduled international air services, granted by Lukashenko to divert in his territory for journalist execution purposes”

What does non-technical reason mean?
It means that it's not to refuel or for any other technical reason - but simply to load/unload cargo or passengers for example
