How to Sync ADR and Align Dubbed ADR in Adobe Audition

I don't know what you're asking. If you're in 'Monophonic' Mode (in the properties panel) adjusting length will not affect pitch. This is the default. If you're in Varispeed mode, it will affect pitch.

is it necessary to mix the wave plugins? because I have no cost to buy it
Not at all; I show Waves as part of my personal workflow, but I also typically use a lot of our native effects as well. Essentially, we have just about every type of effect (natively) so you wouldn't need to use plugins. It's just a personal choice. :)
What if it was a movie, with all the sound effects (explosions, doors closing, background noises) but the dialogs are in different languages, is the first technique work?
If you have all of the additional sound design mixed in with dialog, it will not likely synchronize as accurately. Background noise is fine, but sound effects/design will potentially cause issue during the sync process. You ultimately want clean audio.

The speed of the (stretched) clip will be determined by the percentage. If you have to shrink something to 40% to fit a particular space, clip time stretch speeds the clip accordingly. If it needs to be (elongated) and stretched to something like 103%, the same applies. You can't make something smaller/larger to fit a space *and* have control over the speed; it just doesn't work that way. If you want actual control of speed/pitch independently, you can use the Time Pitch/Stretch effect in the waveform view that gives you a little more control.
