Dead Man's Respite is only required to become a bard. And I did it to get the Gift of Gab, which advances speech 15% faster.
You also get the Gift of Gab when accepted to the Bard's College - fitting for this character if for any!
This is the quest you need to do to get accepted into the Bard's Guild, and thereby get the Gift of Gab.
Does your character not do shouts? Shouts don't level anything and they are literal speech.
No dragons for this one. Mogra doesn't care that she is dragonborn.
