You don’t need to take the door panel off for such a minute adjustment. On the bottom of the door there are two rubber plugs. The inner ones reveal the 10mm nuts that secure the regulator to the door. The outer plugs reveal a small e-torx screw that adjusts the angle of the window in relation to the door seal. You can work these to tilt the glass up or down at each end.
In my car in rainy day the bottom of the door panel just where the light is gets wet. Water is not comming in so far, anyway I have to fix it. If anyone had that kind of issue? Where ist the leakage?
Never had any kind of leakage in my car, unfortunately that car is long gone now so I can't take a look at it. The only thing I can think of is to make sure all your weather strip and seals are in good shape.

Ugh I was hoping to _not_ have to take the door card off.
Sadly, there's no way around that. But honestly, it does come of pretty easy. Disconnecting the handle cable was a little finicky, but not too bad.

Only the rear adjustment screw is able to move up and down to adjust the angle of the top of the window.
