It sucks! I shipped my 2020 Ford Escape (conventional) Hybrid worth about 25K. Puerto Rico hacienda valued it at $42K (which it isn't even worth that in PR). They charged me a $8500 excise tax. I was faced with shipping it back for another $2000 and selling it or just accepting the tax. Prior to shipping, the quotes I was getting weren't as high.
