[Ready Or Not] PROPAGANDA (Responding To A Terrorist Attack & Psy-Op) {Cleared in

A Russian terrorist organization has attacked this run down mall of sorts and are keeping hostages within them, a bunch of people fled the area and were rounded up and or gunned down in the process. Ambulances are responding. Now Los Suenos SWAT is also responding; that's us. We are to intercept & stop the shooters and rescue as many hostages as we can before it's too late. They intend on spreading propaganda and starting a psychological operation over the media waves so we have to stop them for those reasons as well as another objective.
We got a low rank in this one of F because a civilian inconveniently randomly died at the beginning which was beyond my control and the game would punish me and my team's morale if I restarted so I just rolled with it and so unfortunately there was some civilian casualty losses in this mission.
