They’re all steel wheels on the black charger , they’re just missing the wheel covers, someone intentionally had to do that as the wheel covers bolt on and off so they wouldn’t come off unless some intentionally took the lug nuts off, the dog dish center caps that some of these have just clip on compared to the wheel covers which are held on by the lug nuts. You can also tell what drivetrain the car has by the wheels on a police charger,The rwd chargers use the 5 spoke style steel wheels like the one in the video, and the awds use the crown Vic style steel wheels with the holes and have different multispoke wheel covers if that department decided to option them.Ohio state patrol uses primarily awd chargers with wheel covers and u can tell they look way different than the ones that come on the rwd cars like the charger in the video, if u googled a picture of one of their cars.
