Robert, Rosemary needs to be in an area where there is good air circulation. Let the soil surface dry out and then water thoroughly, but do not let the plant stand in water. You do not need to feed throughout the winter. If you want to feed, once a month with a water soluble fertilizer half strength. The plant is resting during its inside time and does not need any stimulus.
Yes, use that solution in the Liqui-Dirt video. Spray the soil around your plants every 3-4 days for 3-4 weeks. That will take care of the gnat problem.

Just discovered your channel. Love the information. Do you have to treat for bugs before bringing the plant in?
Rosemary does not get bugs easily. You need to treat for mildew, but usually not for bugs.
