Cream of tartar, or tartaric acid, is naturally present in grapes. If a wine is not cold stable, you'll put it in the fridge and tartaric acid crystals will form. If you add potassium bitartrate in the winemaking process, the natural tartaric acid present in the grapes will bind with the additive and fall out of the wine onto the bottom of the tank. Cream of tartar is the same stuff you would add to a meringue for a pie, so it's definitely not a fancy chemical. The only change in flavor to this wine addition is you will increase pH and titratable acidity because you are losing acid.
