Rarely comment on UA-cam so here goes: It's an old favorite that plagued Vermintide 2 as well. Commonly called the "stagger reset bug". And it worked the exact same. Hit an enemy with something that maxed out their stagger, they are on the floor, hit them with an attack that has light stagger and they instantly get back up and can swing at you. Particularly dangerous if they're berserkers in VT2/Ragers in DT, as they are harder to stagger out of a combo. Estimated time to fix for Fatshark is 2-4 years, give or take.
It's super obvious as an Ogryn, when you bowl everything over they get up like this of you hit them. So it's best to deal with the piles one at a time rather than swinging wildly.
