Sharks will auto respawn constantly, even after you kill them. You have to find the Shark repellent blueprint. Sticky notes, bottled notes and pinned notes only spawn after the previous one is found so you can find them in a location you have been to multiple times. The rocking horse is along one of the islands coastlines in 2 foot of water. Good Luck!
