Just w juan said ... I work with motorcycles mainly but yes there are float height settings. Normally remove the carburetor and turn it upside down and you see the angle of the float where it shuts off the..gas

Check the little O ring on your fuel cut off solenoid

Definitely needs a proper float level adjustment. Here's a good video that shows the parts that need to be adjusted: ua-cam.com/video/gnHO_axRcyk/v-deo.html
The adjustments are made by carefully bending the tabs shown. The videos states the measurement specs for both float positions & they are correct: I double checked them in my Chilton's manual for you. Just to state them here for anyone else reading this, they are:
Raised position (float shuts off fuel to fuel bowl): 9.2 mm or 0.386 inch or approximately 3/8 of an inch.
Lowered Position (float allows valve to open to fill fuel bowl): 48mm or 1.89 inch or approximately 1 & 7/8 inch.
It's important to try to measure & adjust as accurately as you can to these specs for best results.
To do these adjustments properly you need to remove the carb top plate from the carb, & do your measurements with the float hanging by it's own weight, in either position to be measured.
Fuel pump spec is 2.1 to 4.3 PSI. Timing spec is 0 degrees (TDC) @ 950 RPM @ full operation temperature (choke fully open).
Idle Mixture Screw baseline setting is 2 & 1/2 turns out from lightly seated.**
** When turning the Idle Mixture Screw in (to the right) go slowly, use only your fingers on the screwdriver, & stop turning just when it wants to "bottom out". Do not "crank down" on the screw or try to force it to a full stop. Putting excess pressure on the screw can deform the tip of the screw & cause idle quality issues, & you'll never be able to get a good idle setting unless you replace the screw.
    Hope this helps.

Toss it in the trash and get a Weber 32/36 DGEV carb.
