It's not unusual for comedians to riff on and recycle other comics' material. Not nearly as egregious as some of the outright theft of people like Amy Schumer though.
It's the delivery, timing, and charisma that makes him funny. That's the appeal of Leno for most people I think, the jokes almost don't matter sometimes.
