It means that its for a level of the crypt we dont have access to yet. If you look the crypt up in the Menu then click on it there will be certain floors that are locked and progress that needs to be made before they open.

What does it mean when the contract scroll says "This contract scroll is for a region you cant go to yet" I was able to use the Crypt one fine

How do you get contract rights?
They refresh everyday at a specific time. You can see a timer in the Contracts menu. Each day you get 10 new contract rights.
