I'd guess that the Heavy engineers only have pistols because they carry too many extra tools in order to build the bunker and emplacement. The standard engineers carrying rifles makes sense as they would be able to carry enough ammo for them.
They're meant to abstract generic labour/work parties generously referred to as Engineers in records. They could be Corp Engineers, but as so often were probably impressed locals and labourers made to work at gunpoint. Often they should not even be armed at all, and in the event of a fight were likely to just abscond with whatever weapons they had-so it was usually wiser to just not arm them at all and let them flee.
If they're actual Engineers than they can be armed-but those guys weren't really expected to fight either unless they were Combat Engineers.
Look at all those early techpriest enginseers.

@@ZeroHeros8 Hey Zero, how can i reload the german engineer so i can get more fortification placements like sandbags and hedgehogs after i have exhausted them ? The ammo truck does not work man !!
@@shitchops i think you need to order an engineer truck, and then you should be able to resupply the engineer with sandbags and hedgehogs

Hey, in the german tech tree there is the field engineer and the pioneer. What is the difference between them?
the engineers are focused on building fortifications. the pioneers are a bigger squad equipped with Flamethrower, Anti tank rifle and MG + some explosives and they can search for mines. Theyre able to build some fortifications as well.

Incorrect, heavy engineers are exclusive to the Finn's. Thank you mannerheim. Interesting they chose a gun that the Finns only had 20 of for the emplacement.
fairly sure they made it for balancing reasons aswell as that the placements were really big thing against the Russians here. We would have to ask the devs though @@Raptorsified

They don't carry riffles because their main gun is the AA. Hence the heavy engineer squad
