Her not recognising the Tardis can easily be explained if she is a future version of Ruby it could be that she remembers what "Mrs Flood" said about the Tardis when she was younger so she knows she needs to repeat that so her younger self will travel with the doctor and she doesn't change the timeline. From what we know Susan is just a Gallifreyan she isn't a time lord so she won't be able to regenerate
I think it would be cool if she was an all powerful lovecraftian being that goes beyond the power of even the toy maker, the one who waits I mean. I’m not super privy as to whether or not the classic series or big finish has anything like this, but I like to think that the celestial toy maker, the beings from wild blue yonder, and the satan…guy are all related entities that come from the outside of, underneath, or beyond our reality. The main reason I’d like to see this is because the toy maker proved that this type of character can be a very refreshing type of threat to have in doctor who, something the doctor is utterly powerless against. The only thing I really have to go off of for my reasoning is that mrs flood talks to the camera, perhaps it’s because she knows she’s in a show because she’s basically god. And perhaps the reason she knows what a Tardis is halfway through the episode is because she has actually been watching the doctor for a long time, and is merely pretending to be someone who doesn’t know to knowingly trick the audience. I’d much rather something unexpected like that than just see yet another time lord or past character show up.
Everybody talks about how she didn’t notice the TARDIS for what it was at first, but she was also the only bothered by where it was parked. Isn’t the TARDIS supposed to be protected by a perception filter so that it doesn’t feel out of place? She saw right through that at least 👀

Personally, I think it's gonna be just . . . Mrs Flood. Not every character introduced who knows about the TARDIS has to be someone from the Doctors Past.
My theory is that she's going to be an alien we haven't met before she knows what a police box is but doesn't immediately associate it with the Doctor but she knows what a tardis is. I think the slow burn will be dropping hints and clues about the mystery box, or maybe its Tektayoon.
I think the last theory is the most likely, she seemed like she was hiding something at the end she was smiling like she knew something we didn’t … 😅 I thought she may turn out to be rubys grandma when I first saw the ep. That was my thought with Mavity originally that it would be sorted by the next episode, and then it came back up so never know, plus the fact Russell was teasing the future of the character means it may lead somewhere, few more months and maybe we’ll learn something
I personally believe Ruby is Ruby's mother. Her mum's socks at the end of the episode look a lot more like 2020's clothing than 90's-00's clothing, therefore I doubt that Mrs. Flood was a future version of Ruby's. I find your explanation much more plausible.
Yeah the whole her-own-mum thing seems very likely, just cuz her entire intro episode smells like it. I can't put my finger on it, just everything from how it's framed, how he lookes as the mum walks away... Iunno, just all of it
