I have a 2017 Forester and I need the torque spec for the Banjo bolt...One place says 13ft.lb. and another 38 ft.lb Way too crazy a difference...What is the correct torque??

No. Not nessessary.

I don't apply a torque wrench on those. Just about 1/4 turn past finger tight. All it needs it enough to "squish" the copper washers to create a seal.
