There are many ways to cast on, you can use any one you like. I personally almost always use the long tail cast on. Once you have cast on, you can begin working the stitch pattern as shown in the video. The video starts on Row 1 of the pattern and shows every row of the repeat. You can find a long tail cast on video in the knitting basics playlist on this channel - I cannot link here in comments so you will have to click my name and that will take you to the channel where the playlist is.

I do not speak French, nor am I familiar with French knitting terms. Hopefully someone else will be able to help with translation. The best I can suggest is that you follow the link to the written instructions, copy and paste into google translate. Having used google translate myself for knitting instructions in other languages, things don't always translate well but often enough to figure things out.
