New/Top Secret Weather Modification!!!

Evidence of powerful technology that can alter energy state of the atmosphere causing dust and water particles to clump together and fall as rain. You can see what looks like lightning, then the sky goes cloudy. Obviously it's just my opinion that the fisherman video looks like it could be this new weather modification technology.
