Since I was actually intrigued by the question I did some more research. In a study that Berliner Dialog (Heft 1-97) translated into German, and in another study, L. Ron Hubbard (Scientology's founder) claimed that Scientology was a religion because he saw the claim as a marketing device to make money and avoid taxes (Kent, 1997b: 25ff; Miller, 1987: 199-203, 220) as well as a way "to reduce the likelihood of governmental interventions against it for allegedly practicing medicine without a license" (Kent, 1996: 30). Moreover, Scientology denies its reputedly religious nature if it is attempting to enter a country that might react adversely to religious proselytization (such as Japan or Greece [Kent, 1997a: 18-19]). Nevertheless, the historical reasons behind Scientology's religious claims, as well as the organization's selectivity in making the claims, do not diminish the probability that many Scientologists view their commitment as a religious one.
From a social scientific perspective, and probably from a legal one as well, the objective "truth" of an ideology is not the determinant of a group's "religious" designation. Mere belief in supernatural beings or forces may be enough to get an ideology designated as religious, even if the origins or doctrines of the belief system are highly suspect. Along these lines, the inspirational figure in the sociology of religion, Max Weber, refused to exclude charlatans from his identification of charismatic figures, since the devotion of followers was a far more salient fact than authenticity. All religions (at their core) exploit the natural fear of death and the unknown, then expect you to follow suit (with no actual evidence)and worship some entity without question. All religions expect you to believe fantastical events and visible miracles that happened so long ago, it's no longer provable. All religions are basically the same and to compare them is irrational.

Such as restricting access to information, banning interactions with those the church labels a "suppressive person", hiring private investigators to dig up dirt on and harass people, an internal class system based on financial contributions to the church, etc etc.

Simple answer: it's a cult.
The problem is really the 1st Amendment tbh. I know it is pretty taboo to ever criticize the perfect US Constitution... but seriously the 1st Amendment did create this beast. All it takes to be considered a religion under the First Amendment is (a) people hold your beliefs _sincerely_ and (b) that those beliefs have to do with the spirit, faith, or god, etc. rather than secular stuff. That's it. (I'm not making this up, a good source to read would be the SCOTUS case United States v. Seeger, 380 U.S. 163 (1965) that discusses all this). So scientology may indeed be awful and scam its members... but nonetheless it is still legitimately a religion under the 1st Amendment, because (a) people _do_ hold their beliefs sincerely; and (b) the doctrine _does_ deal with the spirit. And so it is properly tax exempt under our laws, as it is a religion. You might wonder why doesn't the court just step in and say "Scientology is clearly very bad compared to other religions, we should not allow them to be called a religion" ... But they can't. Courts will not even bother doing that -- courts actually say, very explicitly, that they refuse to ever engage in any discussion about whether a religion is bad for society or not. Why? Because if they did they would be violating the establishment clause... so again, the 1st Amendment is the problem here.
America has a very strong tradition of freedom of religion going back to its founding, which can be very good in a lot of ways. There is extremely robust law protecting sincere, faith-based systems. So yeah the 1st Amendment is great in a lot of ways, but the drawback is that you have to also accept groups like scientology. Can't pick and choose.
