Black is a hard color to pull off and 99% of the time I see people with a black shirt, I cringe. But it is possible to pull it off. The trick is usually to keep little contrast between the tie and the shirt, unless you're wearing it with a light colored suit, then you don't want your tie to be lighter than the suit color. And even then, sometimes it can go wrong, so most people just say they're not a good thing.
